private-public-community partnership (PPCP)



The Center for Private-Public-Community Partnership (PPCP) operates as a division of NEF. PPCP will act as Nepal’s central platform for generating and exchanging bright ideas and innovations in the partnerships arena. Its mission is to maximize the economic capacities of Nepal by identifying and applying models for effective and sustainable interactions between these three essential stakeholder groups- Public, Private and Community. By drawing the private sector and community groups more closely into activities traditionally supported by the state, such partnerships can help foster growth and stability. Many public- private initiatives have fallen short of their desired outcomes due to the failure to involve the community and due to lack of informed discussions among the relevant stakeholders. PPCP provides an opportunity to work out a theoretical simulation of what would be the areas where the PPCP model works. Among other things, the Center for PPCP wants to test the dialogue between the recipients of the economic benefits and those who are creating them.

Activities of the Center will range from research into productive, inclusive, and sustainable models for private-public-community partnerships at federal, state, and community levels, specifically suitable for Nepal; to education and training of relevant government, business, and community groups; to the advocacy and facilitation of partnership formation that shall also deliver income equity, opportunity of participation in economic activities, and social cohesion at the grassroots level. The PPCP Center will foster better communication and partnership among various players in the economy and will forge fruitful engagement among various actors in Infrastructure Development, Social Service Delivery and Enterprise Development.

Facilitated by the Niti Foundation, NEF conducted an inventory mapping of programs that have implemented the PPCP model. The inventory mapping has unearthed Best Practices in implementing PPCP models in Nepal and learnings for future engagements of the three actors for meaningful economic development to occur.

NEF will develop a case study on the hydropower sector in Nepal, based on real-life small-scale hydropower projects underway. The study will examine the extent of involvement of the community in these projects, and will develop frameworks for optimizing inclusion of community groups.
